The hotel was reportedly issued with three health and safety warnings from Perth and Kinross Council a fortnight before the fatal fire struck. Documents from Companies House showed that a winding-up order on the company was granted in July. This was after court action was taken in Leeds over an unpaid energy bill by the city's Engie Power Limited.
