The inspection found Thames Valley Police lost opportunities to take stricter action against Luke Horner but it could not have reasonably anticipated the crime
There were five "lost" opportunities to take stricter action against former Thames Valley Police officer Luke Horner, a new inspection has found. Horner, 24, from Aylesbury in Buckinghamshire was sent to prison for six years and four months in October after pleading guilty to a child sex offence which took place in Rushden, Northamptonshire.
The inspection also found PC Horner had been chatting online to a 15-year-old female and had repeatedly asked her to send him naked pictures of herself. The force said it would review the inspection recommendations. “It also agreed with our decision to grant vetting clearance, and that our processes were consistent with national practice at the time. We will review each of the HMICFRS recommendations carefully to ensure that any further changes to our processes are made.”
He was arrested a short time later following an investigation by Northamptonshire Police and was immediately suspended from duty by Thames Valley Police. Horner resigned from Thames Valley Police on July 26, 2023.
