Cooper’s first trial began on Oct. 30 and ended in a mistrial on Nov. 9 after jurors could not reach a unanimous decision. Thompson had said that the jury was split, with seven jurors finding Cooper not guilty of the charges, while five felt he was guilty. “Wish that we could utilize all the information that’s available and take it to the maximum,” said Mould. “I don’t believe that that’s been done.”
Video shows five corrections officers jump on top of Rios, pinning him to the concrete floor. They then tased him twice, punched him in the head and, at one point, Cooper can be seen standing on top of Rios — behind his neck — with both feet off the ground, leveraging his full 250-pound weight.In the video, Rios can be heard gasping for air as he struggled to breathe. He eventually turned blue and lost consciousness.
