Victoria Road in the St Budeaux area of Plymouth has been closed while emergency services attend the scene.
A spokeswoman for South Western Ambulance Service said: "We received a 999 call at 9.44am this morning regarding an incident in Plymouth.
Traffic monitoring website Inrix said: "Victoria Road in both directions closed, slow traffic due to accident investigation work from Row Lane to A38 The Parkway . Road has been closed since around 11am this morning." "We've attended the scene along with fire and ambulance and very tragically a young five-year-old child and a female have since died as a result of this collision."
