A disciplinary panel found Superintendent Roger Pegram guilty of 'gross misconduct' but they decided to hand him a final written warning rather than the sack

A senior GMP officer has been allowed to keep his job despite showing 'very poor judgment' by following a junior female colleague towards her hotel room following a boozy policing conference.

Pegram followed woman to her hotel room floor Supt Pegram admitted meeting the woman, referred to as Officer A, and introducing her to others. He met the woman in the reception of of Novotel Hotel in Waterloo where officers from GMP were staying. The panel said Supt Pegram's evidence that he didn't press the button for his floor as he was 'distracted because he was engrossed in conversation about evidence-based policing' was 'unconvincing'. The panel ruled he 'made a conscious decision' to travel with her to the third floor.

The panel ruled Supt Pegram had not used these words, noting that Insp Karvela had said she did 'not recall feeling uncomfortable or that anything uncomfortable was said'. The panel ruled Supt Pegram was a 'high profile figure' in evidence-based policing and had 'access to significant individuals'. He was 'in a position to open certain doors' and was 'very well connected'.

The panel ruled a conversation did take place about the alleged affair between Supt Pegram and Officer A on the walk back to the hotel. He allowed their conversation to 'stray into highly personal matters which had the potential to compromise the professional nature of their relationship'. He shared information which was 'far too personal'.

"His actions overall, which took place against the backdrop of consuming several alcoholic drinks placed him in the position where there may have been damage either to his reputation, the reputation of policing, or both," said the panel.
