The Labour mayors said allowing TPE to continue operating would be "a betrayal of passengers in the north".TPE, which operates across the North of England and into Scotland, has been badly affected by drivers no longer volunteering to work paid overtime shifts, which has led to widespread delays and cancellations over the past year.
