High migration figures have pushed the UK-EU deal aimed at facilitating easier movement for under-30s between Britain and the continent onto the backburner, as the UK government faces intense pressure to reduce immigration numbers.

Any talks on a youth mobility compromise are happening at ministerial level, with officials not yet instructed to scope out areas for concessions.The EU is willing to consider rebranding any youth mobility deal, with reports suggesting the UK favours a “cultural enrichment programme”, in order to take the migration-generated heat out of the issue and to make clear it does not amount to a return to the free movement of people, which Starmer has ruled out.

The spokesman also sidestepped questions on whether the UK was willing to concede to an EU ask for its students to be charged domestic, rather than higher, foreign, tuition fees, under any agreement, which could further harm stretched university finances. “In student mobility programmes, there’s usually an expectation that the fees are waived by the host institution. That’s not too much of a problem as student exchanges are relatively short term and the agreements would be reciprocal.
