The new deal, passed by the US House of Representatives increases federal disaster aid by $16bn (£13bn) but does not include aid to Ukraine. Meanwhile, a key ally of Vladimir Putin has suggested Moscow may annex more of the country.

UK troops could reportedly be sent to Ukraine for the first time since the full scale invasion began under plans being discussed by the defence secretary and the military.

But hours away from the midnight deadline, Mr McCarthy dropped demands for steep spending cuts and, in essence, dared Democrats to vote against the deal and shut down the government. Kosovo's Prime Minister Albin Kurti welcomed NATO's decision, claiming that Serbia wants to destabilize the region with the help of Russia."They are in search of a time machine. They want to turn the clock back by 30 years. But that is not going to happen.

"I've been witnessing the consequences of this war, and how Odesa and Ukraine are paying a high price for it," he added. Russia's naval military might dwarf that of Ukraine, yet the Black Sea Fleet continues to be targeted - and increasingly effectively - by Ukrainian forces. Turkey controls the Bosphorus Straights and denies the passage of any military vessels during the conflict, enabling the BSF to blockade the Black Sea and dominate Ukraine's territorial waters.Ukraine claims to have downed 5,000 Russian drones in the course of the war.

In an address released in the early hours to mark the first anniversary of the annexation, Mr Putin insisted it was carried out"in full accordance with international norms".
