The community infrastructure levy (CIL) is paid by land and property developers to West Lancashire Council
Under-pressure NHS health clinics in Ormskirk, Skelmersdale and Aughton are among the bidders for cash support in a West Lancashire Council scheme using a levy paid by property developers.
Ormskirk’s Hants Lane Clinic, Hall Green Surgery in Skelmersdale and Aughton Surgery are recommended by West Lancashire’s cabinet for grants of £25,000 or £50,000 using the borough’s community infrastructure levy.
In its three applications for levy cash, the new regional NHS body states: “The primary care system in West Lancashire is facing capacity issues within its existing premises, relating to sustained, ongoing increase in demand and activity, particularly within GP practices and health centres. This proposal is to request support for CIL funding to support this work.”
The aim of the three surgery bids is to request partial-funding towards changes to buildings. Alistair Rose of the new Integrated Care Board is named as a contact, working with NHS Property Services and Ormskirk primary care network. All practices have seen growth in patient list sizes driven by additional housing and demand increases. Elms Practice at Ormskirk has 4,888 patients, Ormskirk Medical Practice 9,260, Park Gate Surgery 9,484, Beacon Primary Care 17,067 and Aughton Surgery 6,146 patients, the applications state.
In Ormskirk, recommended park and sports schemes include £40,000 for Whittle Drive changing facilities, £80,000 for West End Park and £16,500 for Halsall Lane Park. A sum of £9,000 is recommended for the Green Lane rugby pitch, linked to Ormskirk Rugby Club; and £6,100 for the Whittle Drive football pitch, connected to Ormskirk West End FC.
