The Whitaker is facing financial headwinds

Warnings about a Rossendale museum's financial debt, and the potential impact on other leisure, culture and public services in the borough, are being highlighted to councillors.

But it owes money to Rossendale Leisure Trust, the arms-length body which runs local leisure centres and services for Rossendale Council, the new council report states. And the leisure trust itself faces ongoing financial challenges too, which ultimately places uncertainty and burdens on Rossendale Council.

In recent times, the Whitaker has been seeking expressions of interest from people or businesses interested in operating a cafe-restaurant and/or events there. Rossendale Leisure Trust has been the focus of debate in recent years. Examples include its controversial closure of Whitworth Leisure Centre, which was later taken over and reopened by a community organisation supported by Whitworth Town Council.
