ACS director retires after spike in dog bites, one week after calling some activists 'social media terrorists'
Shannon Sims stepped down as director of San Antonio Animal Care Services on Wednesday, earlier than he previously said he would leave. His departure came a week after he blasted local animal welfare activists during his farewell speech to the ACS Advisory Board.
