Councillors voted through the plans which will not include any affordable housing

Councillors have voted through plans for a small housing development deemed "out of character" by objectors in the Kinross-shire hamlet.

The planning application was submitted to Perth and Kinross Council by Wright Planning and Development Ltd on behalf of Fiona Watt and Fiona Watt and the Trustees of the George Watt Family Trust. She told the committee: "The report describes the development as infill development on a brownfield site but this is a gross mischaracterisation of this development. There is a small part of the land by the A91 which could be described in this way and this land has already been granted permission to erect a dwellinghouse and garage."

She said: "It is an eyesore driving through Carnbo and I think it would be a real asset to have a house there." PKC's Developer Contributions and Affordable Housing supplementary guidance is for 25 per cent of the total number of houses on a development of over five units to be affordable housing. In this instance, a commuted sum as an alternative to providing affordable housing was deemed "appropriate" by council officers. According to the guidance, the payment should work out at around £42,000 based on a rate of £24,000 per unit developed in the Kinross housing market area.

A council officer said: "Delivering two units on the site would pose a significant challenge given the abnormal site conditions.
