He believes the government favors county areas developing their own approaches to devolution, which he considers the most effective path forward. \The WMCA comprises 18 West Midlands councils, but only seven possess full voting rights. The government grants the WMCA financial resources and authority to make decisions on matters such as transport, skills, and housing. Voters residing in Warwickshire County Council areas would have been eligible to participate in elections for the West Midlands mayor had the authority been granted full membership. \Opposition to the move emerged from Labour politicians, including Coventry City Council's leader, who argued that it constituted an attempt to influence mayoral elections in favor of the Conservatives, who control Warwickshire County Council. \Izzi Seccombe, the Tory leader of the county council, stated that incorporating Warwickshire into the WMCA as a full member was not included in the government's current plans. 'It's not in the devolution white paper at this point,' she told the BBC. 'But that doesn't rule it out in the future.' \Devolution, under the government's proposals, would grant mayors like Parker expanded powers over housing, transport, education, employment, and planning, including the authority to intervene in and determine the outcomes of strategically significant planning applications
