Plans for a new parish council in Salford's Broughton Park have been scrapped due to concerns about community friction and potential increases in hate crimes, following opposition from religious leaders, residents, and local councillors. A public survey revealed a majority of residents rejected the proposal, citing financial concerns and a desire for improved local services.

But the plans were opposed by 47 rabbis , who sent a letter to Salford Mayor Paul Dennett warning that the change could cause friction in the community, and potentially lead to a spike in hate crimes against the Jewish community. Labour councillors campaigned against it, saying it could have hit people in the neighbourhood in the pocket because parish councils are funded through a precept charge. Salford council previously said the average precept charge in England is £79 - a fee which would have been added to people's annual council tax bill. A public survey on the plans conducted by the council showed that residents rejected the idea on the whole. Of those who responded, 77 people highlighted the need for more regular bin collections as a priority for the neighbourhood. Others called for more focus on street cleaning and repairs for potholes. Councillors in Salford unanimously voted to formally shelve the idea during a meeting at the Civic Centre on November 19. Mr Dennett moved to reject the plans at the meeting, saying: 'I remain deeply concerned that the establishment of a parish council in the way proposed could undermine community cohesions in the Broughton Park area and beyond.' He said that any form of ‘discriminatory language, intimidation, and threats are wholly unacceptable’. Mr Dennett added: “In my view, the creation of a parish council does not offer sufficient benefits for the Broughton Park community.” Coun Andrew Walters, who represents the Kersal and Broughton Park ward, seconded calls to reject the proposals. He said: “The results of that community governance review were overwhelmingly clear, 59 per cent of residents do not want a parish council, and therefore I believe that a parish council should not go ahead, that is the democratic will of the people.” Moving forward, Salford council is set to launch a review of governance across the city.
